Setting up delivery services in Bitrix 1C?

There are self-delivery warehouses and there are three conditions for the amount of the order and the amount of delivery (and so in several cities).
Question. Add all this to Bitrix as soon as possible. It turns out that for each amount you have to create a new delivery service. How can this be avoided?

No way. Creating separate delivery services is a normal practice.
