Setting the reasons for transferring leads to “poor quality”?

Good afternoon.
One of the points of the TOR contains the following:

Reasons for transferring leads to "poor-quality":
- the client does not pick up the phone
- the client went to competitors
- other
When transferring a lead to low-quality ones, the manager must select the reason for the refusal to work with the client and indicate the details in the comments.
____
The problem is that I can't figure out how to do it. Robots won't work. Through business processes, in general, something left is obtained.
Does anyone have experience with these settings?
I would appreciate any advice :).

It's very easy to do...
Create a list type field "Reason for low-quality lead":
- the client does not pick up the phone
- the client went to competitors
- other
Next, specify in the field settings - mandatory from the stage "Poor-quality lead"
