Setting ACL rights?

We have:
a shared SCAN folder on a file dump,
a logon script to create a folder with a username inside SCAN,
the Scan user from which the file from the MFP will fall into the user's folder

I set the rights on the SCAN root folder:

CREATOR-OWNER:
Full access - Only for subfolders and Files

Scan:
Create files, read permissions, etc. - For this folder, its subfolders and files (it's not so important, everything is ok here)

The inherited rights to the user's folder are as follows:
Full access - Only for this folder Accordingly, it turns out that the user who created the folder has no rights to

the file from the Scan user

the inherited rights to the folder were as follows:

But how to set the rights on the root folder then?
