I set up a group of users Content editors. Made standard settings for this group. There is currently no way to customize components. In edit mode, there is no gear to adjust. Can you tell me where to check the box? I've already broken my head.

On the page itself, where the component is located, give the right to edit access for the Content Editors user group. Then the component's parameters will be available in Edit Mode.
