In principle, it doesn’t even really matter in what language. But the presence of a grader and adequate tasks is fundamental.
Very well done in Programming languages by Dan Grossman on Coursera. Let me know if there is such a thing.

codeforces.ru is a great idea.
Slightly wider than the usual ACM format (you can hack other people's solutions), many programming languages (for example, you can learn Haskell using tasks), there are often competitions, there are also virtual competitions and a rating system.
