I need a service where, in a closed mode, for certain users of this service, you can post a topic with text (preferably with the ability to attach a picture), and comment on it. It is desirable that there be a cataloging of these topics, as well as a common dashboard with the display of all topics (it can be just headers, you can use tiles in the form of blocks or something else), as well as placing new topics at the top of the page.
Roughly speaking, we need a service where the creative will create an idea, and the rest of the team members will be able to comment on it.

Google Docs. In the list of documents, new ones are on top, they can be sorted into folders (cataloging), there are comments inside the document. To work in a team, in order not to add people to each document separately, you can share a folder right away, or (aspiring to the ideal option) tie Google Apps to your domain.

Any closed blog. You can take a blog where there is the possibility of authorization and private messages (for example, the notorious Wordpress), or you can simply close the site with a password and frolic there as you like.

I may have misunderstood something or overcomplicated it, but it seems like some kind of collaboration service will do. About 5 years ago, we used pbwiki for similar purposes (now it redirects to pbworks.com/ ), well, www.teamlab.com/ for example. Google docs might work. Yes, there are actually many options.
