Advise a service/website where employees of my company can conveniently write down their passwords and logins to the sites on which they made their account. An important condition is that the administration can watch them and, if necessary, change or add new sites.

Generally speaking, pass (passwordstore.org) is suitable for the conditions of the problem. All employees should create a gpg-key and an account in git, then store encrypted passwords there for each key. There is even a graphical interface for pass (qtpass). And the passwords do not go to the side. But, unfortunately, this is too technical-geeky solution, it may be too difficult to organize for this contingent (apparently, these are such content managers who lead all sorts of groups on social networks).
