Service for creating your own maps?

I want to create a map for my game in Google Maps style (maps style, not satellite). In principle, this can be done in Photoshop, but it requires a lot of preparatory work. Tell me a service, extension or plugin for some graphic editor where you can do it out of the box.

In QGIS , you can make the most common map from scratch, or by taking pieces from OSM.

From the "box" there is ESRI for Photoshop - the ability to put world maps directly into Ph and turn it around as you like ....
But it's very expensive.
