Initial data:
1. 1C with a file base of ~ 6 GB is running on the computer of the chief accountant
2. Employees connect to it via ViTerminal
4. Number of employees working in 1c - 10 people.
5. Number of bases - 3 pcs.
6. User complaints about slow work, brakes, freezes, etc.
What is required:
Organize the work of 1c enterprise on a separate server. Introduce MS SQL
In this regard, the following questions arose:
1. With the initial data, is it worth choosing server hardware or will just a powerful PC be enough?
(I'm more inclined towards server hardware, but wouldn't it be redundant?)
2. Terminal server or local 1c for each user?
3. Under server RAID1 or RAID10 ?

You need to start with the question - how much money is there for all this? You can buy this server hardware and it will be out for another ten years. But 1C itself, mssql, Windows etc. - it's all worth the money.

of RAM from 32GB. If the terminal is only for 1s. If there is something else like browsers - 64GB
To start, ssd into raid 1, if suddenly (I don’t think) you run into disk speed - raid 10 of 4x ssd
The number of users is small. In terms of performance / cost, of course, a powerful PC will make a server, if not at times, then about that. That is, you can put a PC based on the latest generation of Ryzen / i7 and this will probably be enough for you. It will cost much less than an entry-level server and will work much faster. But there is a question of administration and reliability. PCs usually do not have ECC memory and dual power supplies, as well as diagnostic and remote management tools. The choice is yours. You need to count the entire solution on the server and see if you can afford it. The solution should include a piece of hardware, MS licenses, UPS, backup storage or just a removable disk.
Doing a file version in this case is not worth it. Either terminal or web publishing if the config allows, or server.
Solution architecture.
The cheapest option is web publishing. Does not require any additional licenses. But you need to make sure that the configuration supports. You can even try now, check whether the option suits you.
The more expensive option is terminal access + file base. Probably optimal for 5-15 users. You will need to buy win srv (40k) + TS CAL(5k*10).
Server 1c of the enterprise will probably be a search for 10 users. 60-90k for the server license itself + for the MS SQL license or picking postgre which does not give good results on Win. On the other hand, then you can not buy terminal licenses.
Count all the options, put them in a table and you will understand what is enough for, what is not very much.

I recommend not to worry about the infrastructure and rent a server in the cloud. As a result, it will be cheaper and much more reliable. For example, we have been hosted in Yandex.Cloud for 2 years. Now they have made special assemblies for 1C - i.e. you can deploy a 1C server with one button + rent a DBMS - postgri or school. And it is possible to stir up everything on one screw machine. Will be about 7k rubles per month. Recommend.
If I were you, I would consider a server on processors, for example, on inexpensive 2620v3 (2pcs) + a motherboard for two processors with Ali Express and inexpensive server memory with the maximum frequency supported by the processor.
Windows can be broken, ms sql will have to buy a license. Disks are better to start with a simple one - two ssds for the system and a database in raid0 and a couple of ordinary disks are also in the mirror for storing backups.
