Server crash monitoring?

The server often began to fall (the database is turned off) under heavy load. While I'm dealing with optimization, I wanted to know how I can monitor the database crash.
Ideally, a script that checks the state of the site and reloads either the database or the site with the command.
Should this be added to cron? And how is it written.
