SEO: what tags to use for article (news) list titles?

Am I using SEO tags correctly?
I doubt the correctness, tk. the heading "Other news" cannot be subtitled "News heading".
What tags should be included in the headlines of other news for proper indexing by search engines?

The order is not fundamental. That is, it does not have to be h1, followed by h2, then h3 - this is usually the case in the text of the article, here it is desirable to maintain the structure and sequence inside. And in a category, for example, there can be h1 and h3 and that's it.
Alternatively, you can make links to other news not h3, but also div, as a result, the page will only have h1 as the heading of the article and there are already other subheadings inside it. It seems to me that this is more cute, from the point of view of SEO, I didn’t notice better or worse if links are taken in h3.
