Sending SMS via USB modem from a website?

How can I send SMS from the site (virtual hosting), where the user adds SMS to the database, and sending must be done from a USB modem installed in the office on a Windows PC. You need to receive and send (with a report) from a specific number. I know that there are sms services that will send and receive for a sane fee, but changing the number on these services does not work.
Now only receiving SMS works. According to the scheme: a Windows program polls the modem, makes a GET request to the site, and writes to the database there. But how to send from the site without crutches?

Well, in theory, you need VDS, we do vpn with a windows machine, then with Wirth. server we send requests to windows, where the daemon for sending SMS should hang,
but it is better to use services for sending SMS via api

There is an idea that the server receiving SMS polls the site once a minute and picks up SMS from there for sending and sends delivery reports there ... You can make such a crutch yourself, but you want a more beautiful solution ...
