I don’t know how it is now, maybe it’s better, but sms.ru didn’t work much before. I even tried to send SMS for money, they didn’t reach, but the money was debited.
Although I still use it as free SMS for developers, in principle, I'm satisfied. Or look towards prostor-sms.ru
But most likely you will have to do it using api, write a mini script.

It’s definitely not possible to do such a trick for free :)
And yes, you need to integrate via the API. If the CMS is popular, then you can find a mailing module (there are such ones on Bitrix). Well, or write a script, as many as 5 protocols are described in detail here .
