From the side of VK, the principle is clear, through the API key of the group, upload a video or image and create a post using the same api, attaching media there as an attachment. And how to implement catching the event of the cart itself with a new message, and get the media and text of this new message by the script?

If the channel is our own or there are connections with its admin, then we write a bot, add it to the channel, then the bot can catch messages in this channel and perform some actions with them.
If the channel is someone else's, then you will have to parse it using the client API, bots cannot see any channels.
