Strongly depends on direct hands of the administrator.
In short, there should be a service address to which the response letter arrives, which should be parsed by a special bugzilla script, which will already insert the response into the required ticket via the API.
The default installation of the bugzilla does not imply this - this is already dancing with a tambourine.
