Selenium can't start Firefox, what could be the problem?

Xvfb is started with the following options:

/usr/bin/Xvfb :99 -ac -screen 0 1920x1080x8 -extension RANDR &

If you type in the console DISPLAY=:99 firefox, and then connect via VNC, you can see that FF starts normally. The only thing is that it does not respond to pressing buttons on the keyboard, I don’t know how normal this is.
Selenium is started like this:
export DISPLAY=:99
java -jar /var/lib/selenium/selenium-server-standalone.jar -Dwebdriver.firefox.bin="/usr/local/bin/firefox" -port 4444

Selenium cheerfully reports about the start. After that, if we start the session through /wd/hub, we see the following Exception:
