Selective URL filtering?

Dear Cisco-waters with experience!
Is it possible on IOS (version 15.2, but I think it's not the point) to somehow accurately depict selective filtering by urls. Those. how to filter by URL is clear in principle, but all the methods that I know allow you to filter URLs only when passing through the interface, that is, read for all users. And you need to apply filtering policies differentially. That is, different groups have different restrictions.
You can wrap traffic on artificial interfaces with a route-map or seat it on VLANs (in my case, a very poorly applicable approach), but these solutions seem to me a crutch. Yes, and if the politician is not two, but at least 5, and if 15?
Maybe someone knows how to solve such a problem beautifully.

This is beautifully solved using specialized solutions. And in the question, even the model of the device does not appear.
For example WCCP+BlueCoat/Websense/etc. Tsiska even bought an entire company that specializes in url filtering. It's called IronPort.
