Buy a domain, then buy DNS hosting.
I use peterhost.ru for such purposes
(I prescribe zones near the domain ns1.peterhost.ru, ns2.peterhost.ru)
The subscription fee is 30 rubles per year, you can register up to a hundred domains.
You will need a dedicated (fixed) IP from the provider, it costs about 100-140 rubles per month.

you can get a domain in the tk zone for free, but I don’t advise. as soon as there are a lot of visitors, they will take away your domain and hang up a doorway.
you can buy an inexpensive and honest domain, for example, from 2domains.ru. they have good reviews (googled on Habr)

What zone is the domain name in?
If in .RU, any of the accredited registrars will do . In order for the domain to “work”, you will need to register primary and secondary DNS servers for it, which will host the zone. There are also free DNS services.

I prefer to buy a domain from Reg.ru (you can, by the way, from one of the partners - they are cheaper, you can even buy a domain in .ru from me for 150 rubles :-)). They also provide free DNS servers ... I use free.editdns.net/ (you can configure DDNS there)
