Search/tweets API has stopped issuing data for one Russian hashtag, but for any other # data is coming, what's the matter?

Requests were made for the same hashtag (#fuckingvoda) through the API and in search on the site, after a certain number of requests in Twitter search 'and (alternately executed) the site began to issue " Something went wrong " or " Unfortunately, we failed to complete your request "for all requests, and through the API for the same request began to issue

Array ( [statuses] => Array ( ) [search_metadata] => Array ( [completed_in] => 0.009 [max_id] => 6.3734611471945E+17 [max_id_str] => 637346114719453184 [query] => %2523%25D0%25B7%25D0%25B0%25D0%25B5%25D0%25B1%25D0%25B8%25D1%2581%25D1%258C%25D0%25B2%25D0%25BE%25D0%25B4%25D0%25B0 [refresh_url] => ?since_id=637346114719453184&q=%2523%25D0%25B7%25D0%25B0%25D0%25B5%25D0%25B1%25D0%25B8%25D1%2581%25D1%258C%25D0%25B2%25D0%25BE%25D0%25B4%25D0%25B0 [count] => 5 [since_id] => 0 [since_id_str] => 0 ) )

After 20 minutes, all queries in the search on the site resumed. However, the same request (#zaebisvoda) has not passed through the API until now ( for several days ), and any other requests are executed. What could be the reason for this behavior of the api?
