Search for files in a directory and play. How to implement?

There is a directory (folder) with video files (*.mp4). New video files are periodically added to this directory. It is necessary to search through the files and finding the desired file, you can view / play it.
I did not want to use different CMS (for example, CumulusClips) for this task, as it is very cumbersome. Can you suggest something in the form of a program (windows/mac/linux) or a script?

The task with the search is not clear, and so, inotify + ffmpeg. And combine it all into a script. See the inotify documentation for details.
