Which of these tools is best for learning ML and AI topics?
Pros, cons, features, pitfalls.
Also, taking this opportunity, I want to ask if there is literature in Russian similar

Personally, I used libSVM / LibLinear + SciPy + matplotlib for my purposes.
I didn’t use specific comprehensive packages specifically for ML, I used special ones.

I'm using scikit-learn, haven't tried pybrain. scikit-learn provides a good set of basic machine learning algorithms. And it is recommended on kaggle .
