MBP, Mavericks, Safari 7.0 (9537.71)

If there is Perian, then it is better to remove it.
But on a clean machine, the bg processes of Opera and Chrome hang like this. Therefore, we will have to wait for 10.9.1 - I hope they will fix it.

Try deleting the Default Browser.plugin file from the /Library/Internet Plug-Ins folder and then restarting Safari.
