Ryzen or Xeon?

Server equipment

We need a server for 1s (about 60-70 users), and a SQL database server (about 30-40GB in size). Which processor is better to choose? Desktop or Server?
Presumably we want to do on:
AMD Ryzen 7 1800x or Xeon E5-2620 64Gb
of RAM
Two servers:
1 Terminal server (two SSD drives in RAID 1 (mirror) 500GB each.
2 Database server 1s (two hard drives in RAID 1 ( mirror) of 500GB
Does it make sense to use Ryzen as an alternative to multi-threaded Xeons?

Xeon E5-2620 is ancient and low frequency.

You have three different types of load: 1c server requires more frequency per thread, terminal server - many cores and memory, database server - a lot of memory. Choose according to tasks.
