If you have only one language on the site and you need to translate some individual words or phrases into Russian, then in Joomla 3 there is a constant redefinition function in the admin panel. If there is a constant, then you can translate it yourself. Look in the Extension Manager - Languages ​​- Redefining Constants - Create - and look for the desired value to translate.

Refine your question. Which component exactly? Depends on whether it has the possibility of multilingualism at all. And so, yes, in a standard situation, copy from en-EN and rename the file to ru-RU, translate, and everything works.
