Running another executable as user?

I need to launch another executable via delphi on behalf of the user that is currently in the system.
That is, when the button was pressed, "C:\progs.exe" was launched, for example.
It's just that that program does not see the database and reports if I run it from my program written in Delphi. And if you run it like that, then everything works as it should.
