Run Node server on host not localhost?

I work with vue webpack template
where express is used for the dev server, I want to run it on '192.168.99.100' so that there is one host with docker, but different ports.
But when specifying any host other than localhost , it throws out "Error: listen EADDRNOTAVAIL"
I don't understand what the problem is.
