I won't give links because I don't use ruby, but I'll give you a couple of tips:
1) Learn English
New technologies rarely appear in Russia, and if they do, then all the documentation is first done in English.
2) Learn English
All good documentation is written in English and published in many places. Good Russian documentation is now published only in blogs and Habré. You can’t find it anywhere else, and if you do, it’s terribly old and not updated.
3) Learn English
Even if you find Russian documentation for RoR 3 (in general, RoR 3 is so new that almost no one uses it yet), then Google will gladly answer your questions, but only in English.
4) Learn English
Nobody wants to maintain your code if it contains "MojCatalogProducts" classes. Take care of yourself and others.

Many questions have already been discussed a hundred times in various communities and are easily googled, but only in English.
