Ruby command not working?

I installed ruby ​​(I chose the last version with a devkit through the off site) I tried to check it with the ruby ​​-v command, I get that there is no such command. Tried installations with and without devkit, all in vain. OS Win-64, I chose during installation, also 64 bit.

The PATH environment variable must contain the path to the bin folder where ruby.exe is located.
And it's easier to install with the installer from here:
