Hello!
From different servers located in different data centers in the USA, the site zhurnal.lib.ru does not open . Crawls out a stub about blocking by Rostelecom. I contacted the support of the data center, they said they couldn’t do anything. I didn’t find a website or ip in zapret-info, the reason for blocking is not written on the blocking page.

1) Why is Rostelecom blocking this site even for non-Russian visitors?
2) What to do?

As I understand it, you need to write to the main Rostelecom, but it’s quite difficult to find contacts, everywhere there are contacts of either directors or home Internet.

Can you attach a screenshot of the lock? And a screenshot of your IP displayed, for example, on aboutyourip.info

Everything is simple - most likely the fact is that the site is blocked at the domain level BEFORE .lib.ru and since. the site is located in the RosTeleCom network - then just change the domain and this problem will not exist.
Don't forget DPI.

And if you consider that my Internet is related to Rostelecom in so far as, I can conclude that they block all traffic passing through their channels.

Maybe DNS queries are blocked? Try changing to 8.8.8.8 and 8.8.4.4
