RoR hosting?
A web application on RoR is available.
It's on heroku. The problems are as follows:
1. If you want a custom domain - connect an addon (at least with my domain provider)
2. If you want a webmail - connect an addon
3. If you want a database - connect an addon
And pay for each addon.
Which host to choose?
We need a webmail client, database and dns setup.
In fact, the most common domain with cPanel, but with support for Ruby on Rails.
Maybe somewhere crookedly expressed, I hope everything is clear :)

So you decide what you want. Do you want quality? Then choose either fast but expensive (Heroku is a Platform as a Service, where you pay for the service and connect new features in a couple of clicks but for money), or cheap but long (for example, DO/AWS, where you set everything up yourself).
I use ihor VDS, with regards to dns and domain mail, I store it on yandex for free.
