Return of goods for distance selling in the Russian Federation

There are rules about distance selling, and it says that you can return any goods (either refuse delivery, or return within 7 days after payment). The only exception is personal goods, which no one but a specific buyer can use.
And there is an appendix to the general STD law, which has a list of goods that cannot be exchanged or returned if they are of good quality (complex goods, medicines, hygiene products, cosmetics and perfumes, etc.)
Question: does this list apply goods that cannot be returned also to distance selling? Or does it turn out that with distance selling you can return everything - even panties, even a toothbrush?

Very often sellers (remote selling) just refer to this list and refuse to exchange or return goods. But article 26.1, which regulates distance selling, allows you to return any product . This is due to the fact that the buyer cannot feel the product with his hands and evaluate its quality and features until he buys it.
