Required karma to vote

Now, according to the rules of Habr, voting for topics and comments is possible only with karma greater than or equal to ten. As far as I remember, two weeks ago my karma, which is equal to 5, was enough for this.
Actually the question is: why are changes in the rules not announced in the relevant blogs? I checked the blogs "Habrahabr" and "Habrahabr - announcements" and did not find any posts about changes in the rules. The question, of course, is more to the administration of the resource, but maybe someone will correct me, but I made a mistake in something.

It is sad that the administration does not inform about such changes.
