Repositories missing in Ubuntu Server 18.04.1 LTS?

Good afternoon comrades.
The question arose, I installed the latest version of Ubuntu Server 18.04.1 LTS, on earlier versions (16.04, 14.04) all popular packages were in the repository, now there are no such packages as mc, nload, proftpd, etc. Webmin produces a bunch of dependencies that are not in turnips. What happened?

Not the best choice for ubuntu, it's one of the heaviest wasps and in addition a lot of extra stuff that you don't need and is still buggy.
My advice is to find another server axis here you can read which one is better for you: https://losst.ru .
