Yes, just transfer the data you need from one distribution to another.
It is advisable not to transfer the entire directory as a whole. ~ contains the settings for this user, and transfer only the necessary data (Downloads, Documents, Video, etc.)
And what's the problem with copying ~ to a USB flash drive, for example? /user/ may even be on a separate partition...
