Good day. Tell me if it is possible to replace ubuntu with linux mint while saving all the data in the ~ directory. I have a dual boot with Win 7 and Ubuntu 14.04.

Yes, just transfer the data you need from one distribution to another.
It is advisable not to transfer the entire directory as a whole. ~ contains the settings for this user, and transfer only the necessary data (Downloads, Documents, Video, etc.)
