Rendering with mutable content?

A question for habravchans working with visualization.
There is a need to get a realistic "picture" on which the movement will take place - like a "look" from the driver's seat of a car. But it is necessary that some elements of the image can be changed. Conditionally - there is a bus stop in the video, uncheck it, start viewing - there is no stop, a flat roadside. OR, say, the speed of movement - depending on the setting, the segment of the path "passes" faster or slower. The whole video is short, about thirty seconds.
What specialists and technologies are needed in order to implement such a thing? How labor intensive is it?

In principle, everything can be done on a flash, all the rest, I think, will be much more difficult. If there are ready-made elements (video, pictures), then it is not very difficult to do. An intelligent flasher will connect everything into a video in 10-20 hours.
