REM and adaptation?

I decided to switch from pixels to rems, because I don’t want to constantly write honey queries for font size, but I don’t understand small ones about adaptation, if for example I specify font-size: $ root-zie in html, respectively, I I will calculate by the parent $root-size.
For example $root-size will be 16px. If I want to make the fonts smaller at a certain resolution, then as I understand it, you need to make the html font size smaller, for example from 16px to 10px, or is it not very good?
Please tell me how they do it in real practice, good practice.
