Is WPF relevant now as a framework for writing desktop applications on .NET, or are there more promising technologies?

Maybe they just haven’t come up with anything new yet to develop, or maybe it’s not necessary yet?

I would say there are competitors, for example Qt. There is a new Avalonia project for .net core.

The fact is that now applications for Win are, in principle, of little relevance.
(Note that it doesn't say "no one needs them at all," as the hipstote likes to put it).
The lion's share of new applications is developed either for mobile (iOS / Android, there is no WinPhone in the world), or for the web, or hybrid.
And the whole M$ itself released one of its most successful of the new (or the only successful) products without WPF and other .. not like .Net - https://ru.wikipedia.org/wiki/Visual_Studio_Code
