Refusal to replace email in VKontakte. Mail.ru password recovery not working?

I wanted to change the email on VKontakte, for this you need access to the old email.
The password from the old mailbox was lost as unnecessary, I decided to try to recover it:
Mail.ru surprised me, when entering the email in the recovery form, it redirects to the login form - without any messages, like the email does not exist, is blocked, etc.
I tried different names, for example [email protected] - reports that the mailbox is blocked, and [email protected] - is available for recovery.
I will be happy to read your advice on this issue from mail.ru.
Well, I think okay, anyway, most likely the email was deleted, I use the VKontakte function when I lose access to the old mailbox:
In this form, you need to attach my photo, one with the monitor in an embrace against the background of the page and the second photo of me with the photo in the passport. To be honest, I don’t want to perform these strange operations out of principle, I sharpened two white pictures there (because I can’t send an application without a photo). In an additional form, he wrote something like this:
“I have only been accessing from my home computer for N years, therefore my IP is clearly visible.
Plus, he added that I don’t have a camera :) ”
As a result, the administrator asked for a photo, I once again pointed out that my phone was attached, plus the IP is always the same - I was refused.
I ask for your advice / thoughts, in this unfair situation.

What are all fundamental. You are too lazy to take a picture, VKontakte does not want to make exceptions to the rules. We have a paradox. Which side do you think is most likely to move?

What's the problem with taking a picture? I don’t have a camera, some kind of unconvincing excuse at all :)
