If you have a speed limit in your contract, then ask your provider to measure and check it.
I advise you to take measurements on each network segment and determine its bottleneck. Perhaps you have a problem. Perhaps a problem with the neighbors. Perhaps the operator does not care about you and he simply connects everyone he can into his narrow channel.
