Redmine Web application could not be started (Raw process output: (empty)). How to fix?

After the next update, Redmine stopped working on the server.
What update exactly affected is unclear.
When I try to open a page with Redmine, I see the following:
Web application could not be started
An error occurred while starting up the preloader. It exited before signaling successful startup back to Phusion Passenger. Please read this article for more information about this problem.

Error ID is always different.
I tried to rearrange Ruby, Gems, Redmine itself, even Apache and that one.
To sense 0.
Constantly 1 and the same error.
If I try to run it without passenger (using webrick), I see the following:

=> Booting WEBrick
=> Rails 3.2.19 application starting in production on 0.0.0.0:3000
=> Call with -d to detach
=> Ctrl-C to shutdown server
Illegal instruction (core dumped)
Apache and Redmine logs are not very informative.
Where to dig?

I looked. And not only in him. There's only a record that there was a connection to the database.
In general, the result is the following. I once again deleted everything and rearranged it all over again. Then I replaced not the entire folder with redmine from the backup, but only the configuration files and it worked. Apparently something interfered with the build of the backup copy ....
