Redirect nginx traffic to localhost:port?

I am writing a bot in python and there was a problem with a bunch of nginx and flack rest api
Since I had no experience with nginx, I don’t quite understand the redirect.
I ask you to at least briefly explain on the fingers the logic of how this happens and in which file it is configured.
