Redirect for html site?

Hello.
There are conditionally 1k pages full static html
Files on the server are located in folders 0 1 2 and so on conditionally 10
Pages are available at site.ru/0/1.html and so on
How to use apache or nginx (or in another way) to make the pages were available along the path site.ru/1.html
It is not an option to move everything into one folder. Thank you.

Or site.ru/0/1.html - site.ru/1.html site.ru/0/2.html - site.ru/2.html site.ru/1/1.html - site.ru/1 .html?

The pages are in folders on the folder server under the names 0, 1, 2, ... 10, and accordingly open at the addresses site.ru/0/1.html site.ru/0/2.html site.ru/1/1 .html site.ru/2/1.html and so on It is necessary that they open at the addresses site.ru/1.html site.ru/2.html and so on.
