Redirect banned IPs to another port via Iptable?

Hello. Here's the deal. For 80,443, allowed IP ranges are listed. If it comes from an IP that is not added to the allowed ones, then the server simply does not respond. Is it possible to send everything that is not specified as allowed to another port?
