Recommend wifi router for home with mandatory l2tp support

Actually a subject. You need a router \ access point with l2tp support (you will need to distribute the Internet to several ps, the provider distributes the Internet via vpn) with wifi standard b\g\n or at worst b\g
All this is for home use from 3, maximum 5 devices :)

If the lack of 802.11n doesn’t scare me, then my advice is Asus WL-500gpv2
With the firmware from Oleg, it definitely supports L2TP, I can’t check it in the factory. Of the benefits: a large community of owners of this device. There is a firmware with huge improvements, and its own repository with software assembled for it. Torrent rocking with a web muzzle, ftp server, http server. It seems that someone even collected firewood for Yota, but this needs to be clarified.
For the home, that's it.

If you need wifi N, then Asus RT-N16 with USB (you can make a print and file server) or Asus RT-N15 without USB. If without N, then the Asus WL-500GPv2 is a really great device.

I consider the TP-LINK TL-WR1043ND to be the best in its price range. DD-WRT compatible, stable, 1000 gbps switch, usb port. What else is needed for happiness

I use Netgear JWNR2000, not a record holder, but for my 2000 rubles. quite good: my 10Mbit rate gives out without problems on torrents in two directions (I checked Ubuntu 10.10 on distributions when it just came out), from the FTP provider - 9 megabytes per second. The speed of WiFi was not impressive, but I'm not sure that it's not about the clients. My laptop n, in my opinion, does not hold very well.
If saving is more important than performance, IMHO a good choice, however, I do not test hardware, so my picture is very limited.

I would take the RT-N16, because after the firmware it is a beast, a separate unix-station with 128 MB of brains :)

Since the price range is not specified, let me remind you of the existence of NetGear 3500L (not to be confused with NetGear 3500 , which is without the "L" suffix). 4 ports, gigabit network, Wi-Fi b/g/n, full support for VPN over PPTP and L2TP, support for "Russian VPN" and IPTV. If necessary, you can install the DD-WRT firmware, the model is among the supported ones, although this firmware will work a little slower than the official ones (at least, it says so, I did not check it myself).
After reading both reviewers, I was tempted to buy the 3500L not so long ago and so far I have no regrets. I'm sitting on Beeline, the speed is 12288 megabits, all these megabits fly perfectly through the router, not noticing any harmful effects on themselves. Unfortunately, Wi-Fi N has not yet had the opportunity to test for lack of devices (the router was taken “for growth”), but judging by the tests on other sites, the performance is quite acceptable.

At first, D-Link DIR 300 worked for me on l2tp, but about a year later it burned down, most likely after a thunderstorm.
Now Zyxel NBG334. Also works like clockwork with l2tp
