Recommend software for Windows to account for the library of scientific articles

Please advise a program for Windows that can do the following:
1) Save a list of specified files (mostly PDF) with scientific articles in your database.
2) Extract from them from References (or at least by the title of the article from online sources) links to other articles.
3) If one article from the list refers to another, then display it. Ideally, be able to show a graph of links.
4) Keep tags "Read"/"Unread"/(optional) "Pending to read"
5) Keep additional comments to articles.

It is desirable that it be free, or no more than $30 for a personal license.

I was about to write it myself, but in time I figured out to search the Internet and found that similar software already exists: the first thing that I met and fits the meaning (it seems, since there are no screenshots, but I can’t test it) is Papers for Apple products. I also found a large list of programs - Comparison of reference management software - but it seems that not everything there fits the described requirements. It takes a lot of time to learn each of the programs from this list, so I decided to ask here in case someone has been successfully using something similar for a long time.

May I suggest looking into a Firefox plugin called zotero. Allows you to store a library of scientific articles for free (up to 100 MB, then for money) at your place. Allows you to extract all data (author/year etc.) from pdf automatically. A big plus is the integration of links to articles with Word. Automatic compilation of reference lists from references in the Word text, maintaining them in the right order, registration in accordance with GOST. Allows you to add links by DOI. Unfortunately, it does not know how to pull links from an article.

Look, Mendeley . The link graph does not know how, but otherwise it can suit you.
