Why modules?
Separately deploy nginx.conf and everything that comes with it: mime.types, etc
Depending on the group, deploy different conf.d
Also, provide the ability to make changes directly to http. Either include'om or a variable - make up nginx.conf with a ruby ​​template engine

In nginx, just deploy a new config or a piece of config with upstream + service restart, why the module is not clear here.
Adding, deleting users and tables in mysql is not the work of nginx.
