did not work with OpenSource, but FMOD was unrivaled in its tasks, while many used BASS, FMOD was much more powerful.

There is also SDL_Sound and Allegro 5, but they are slightly not for this. Through the Win32 API, you can play everything that has codecs in the system.
And yes, FMOD is the best.
