From the software, I advise you to try dar .
Good if used in conjunction with data deduplication, zbackup .
You can sync to the cloud by separate means.
I have a virt disk image. 3GB machine was "packed" into ~800MB using zbackup deduplication (uses internal LZMA data compression).
