Read Telegram channel via API?

Greetings.
You can explain on your fingers how to read a public Telegram channel.
I don't understand anything about their API. There were a couple of articles on the Internet on how to do this through libraries.
Is there some kind of Rest request for getting data? It seems like how to create a Telegram App. As far as I understand, this is for authorization.

You create a client (not a bot!). Connect. Reading.
Writing a client is quite dreary. One request is not enough. There are ready. If in php then madeline.proto - I used it a couple of times - works great.
