How can I make a web server from a raspberry, with access by IP address without using port forwarding on the router?

No way. Your external ip will refer to the router and the site location will receive the router settings (unless, of course, the function is open)

If it's safe and for a short time, it's enough to run the ngrok client locally . In addition to being unsafe, this will also be slow.

You can set the DMZ to the raspberry address in the router settings. Then all incoming will go to it, but I would not do that. It's easier to forward one port.
